Challenges Faced by Wireless Carriers Deploying Mobile Broadband

The deployment of HSDPA mobile broadband services has wide ranging implications on a mobile carrier’s business. The service impacts upon business planning, infrastructure, services and operations. At a minimum, the deployment will usually affect the following areas:

  • Business Planning: infrastructure costs need to be calculated and business case and propositions developed to meet market requirements,
  • Access network: new radios, upgrades to GGSN/SGSN & capacity,
  • Backbone network: design and engineering of sufficient capacity on the (IP) backbone network to carry the additional traffic, additional traffic will be generated due to both the additional available throughput but also due to the enablement of a much wider range of applications,
  • Provisioning systems: HLRs and other systems may need to be provisioned to support HSDPA services,
  • Rating, Billing & Mediation: postpaid and prepaid billing systems must be configured to support new tariff plans, including zero rating of traffic based on URL (e.g. social network sites),
  • Devices: new devices will have to be tested in conjunction with the operator’s broadband offer (e.g. HSDPA modem),
  • Services: access to and pricing for applications and services will need to be carefully designed (e.g. YouTube),
  • Customer Care: the carriers need to ensure that customer care and self-care systems support the news services, and also that the customer care teams are trained to give advice in handling mobile broadband related requests,

Integration Verification & Business Test: the end to end service must be thoroughly tested to ensure that it meets all stakeholder requirements.
